Is consumer choice the same as self-determination? Must bargainers abandon the no-harm principle? Prisoners of Reason recalls that classical liberal capitalism exalted the no-harm principle. Although imperfect and exclusionary, modern liberalism recognized individual human dignity alongside individuals' responsibility to respect others. Neoliberalism, by contrast, views life as ceaseless struggle. Agents vie for scarce resources in antagonistic competition in which every individual seeks dominance. This political theory is codified in non-cooperative game theory; the neoliberal citizen and consumer is the strategic rational actor. Rational choice justifies ends irrespective of means. Money becomes the medium of all value. Solidarity and good will are invalidated. Relationships are conducted on a quid pro quo basis. However, agents can freely opt out of this cynical race to the bottom by embracing a more expansive range of coherent action.

Kant, Locke, Marx, and the classical utilitarians all have their current defenders and arc taken seriously as expositors of sound moral and political views. It is the aim of this book to introduce Hobbes into this select group by presenting a plausible moral and political theory inspired by Leviathan. Using the techniques of analytic philosophy and elementary game theory, the author develops a Hobbesian argument that justifies the liberal State and reconciles the rights and interests of rational individuals with their obligations. Hobbes's case against anarchy, based on his notorious claim that life outside the political State would be a "war of all against all," is analyzed in detail, while his endorsement of the absolutist State is traced to certain false hypotheses about political sociology. With these eliminated, Hobbes's principles support a liberal redistributive (or "satisfactory") State and a limited right of revolution. Turning to normative issues, the book explains Hobbes's account of morality based on enlightened self-interest and shows how the Hobbesian version of social contract theory justifies the political obligations of citizens of satisfactory States.

For the past fifty years, the dominant model has been the hegemonic model whereby a language of wider communication (LWC) is imposed on minority languages. It is now time for a paradigm shift in favor of a more egalitarian model in which all the languages spoken in the same country, irrespective of their size, are planned. The paradigm shift concerns four critical areas: status planning, cost-benefit planning, acquisition planning, and corpus planning. Such a shift is justified for the following reasons: First, the hegemonic model has a dismal track record of success in Africa and elsewhere. Second, the hegemonic model exacerbates linguistic conflicts in many countries. Consequently, policy makers shun it for fear of jeopardizing the fragile social fabric in their respective countries. Last, a shift away from the hegemonic model is recommended because it is too costly to implement. The "democratic model" is undergirded by the Strategic Game Theory proposed by David Laitin. It forecasts a 3±1 language outcome for most African countries. This outcome supports the "three language formula" now called for by the United Nations Development Program (UNDP).
